Managing mass matters! at IRRC 2009, Stockholm

This year’s International Regulatory Reform Conference (IRRC), the third to be held, was jointly hosted by the Board of Swedish Industry and Commerce for Better Regulation, the Swedish Ministry of Enterprise and the Bertelsmann Stiftung. During the first foreign edition of the Conference in Stockholm, EALL organised an event stressing the importance of managing the stock of legislation.

This year’s IRRC brought together different global perspectives on the issue of better regulation strategies. Academics and professionals at the national and international level, as well as those affected by regulators, such as businesses, voiced their opinions on the issue. Reducing the administrative burden, regulatory impact assessment and managing the stock of legislation were amongst the key topics.

In the session hosted by EALL’s Chris Moll, experts focused on several aspects of managing the stock of legislation. Edward Donelan (SIGMA/OECD) touched on the issue of access, and more in particular of the consequences of poor access to legislation, while prof. Wim Voermans (EALL) provided a comparative overview on EU-wide strategies, practices and techniques for ‘cutting red tape’ (Voermans, Moll et al, 2007). Finally, Johan van Gruijthuijsen (European Commission, DG Agriculture and Rural Development) presented the very successful efforts of the Commission to reduce the CAP volume, as well as realise a substantial reduction of the administrative burden for stakeholders.
