| Launch project, Seminar 'Turkish Academy for Legislation' |
A dual event, a kick-off meeting and a seminar, marked the official start of the MATRA-programme 'Strengthening the role of non-governmental organizations in the Turkish legislative process'. The event took place 15-17 April in Ankara. In close cooperation with the Directorate of Acts and Regulations of the Turkish Grand National Assembly (TGNA), EALL is administrating a project aimed at enhancing the degree of participation of NGO's in the Turkish legislative process. The project will focus on three issues, i.e. the establishment of a Turkish Academy for Legislation, displaying best practices in respect to relevant legislative procedures (consultation), and knowledge transfer on foundations of civil society. The project will cover activities related to all three tracks. More than 100 Representatives from the TGNA, ministerial departments, universities and NGO's celebrated the official project-launch during a reception. Back-to-back with this event, a seminar on the establishment of a Turkish Academy for Legislation took place on 16-17 April 2010. Presentations from dr. Nico Florijn (Dutch Academy for Legislation), dr. Helen Xhantaki (Institute for Advanced Legal Studies, University of Londen) and Chris Moll (EALL) gave participants insight in existing examples of expert institutes in the field of law and legislation. The outcome of the seminar confirmed the commitment of all stakeholders to this initiative: there is consensus on the perceived need for a legislative expert institute in Turkey and its mission. Representation of the TGNA, ministerial departments and universities in the Governing Board will have to ensure co-ownership of the stakeholders. Currently consultation between them is taking place about issues of funding, positioning and administration. |
