A training course in Tunis has been the first activity organized by the Regional Centre for Expertise on Regulatory Quality (RCERQ). The course provided an introduction to the principles and tools of the Regional Charter for Regulatory Quality. The seminar was organized back-to-back with a session of of the MENA-OECD Working Group IV

The style of the seminar was interactive and practical, using exercises, simulation and case studies as the main means of sharing experience. In addition, two experts from Birzeit University shared the experience of the Palestinian National Authority (PNA) during a presentation on a legal database to increase the legal security for citizens and businesses.
The Working Group IV, in session on 'Regulatory Policy Tools for a Stronger, Fairer and Cleaner Economy' (3-4 June 2010), confirmed the importance of similar productive capacity building seminars. It agreed to support the activities of the Regional Center of Expertise in Regulatory Quality. Chris Moll (EALL) restated the peer-assistance relationship of the EALL with the Tunisian entity, that ambitions to develop into the focal point of expert on regulatory reform issues in the MENA-region.
